The XVII Commonwealth Games Final Report - June 28, 2002

Background
The Organizing Committee for the 2002 Manchester Commonwealth Games (M2002) undertook years of detailed planning for the Games yet, were uncertain if they and their key operational partners were truly ready to deliver the most successful Games they could. Their major area of concern was ensuring all functions within the organization and key external operational partners could work together effectively and efficiently to resolve any adverse or unforeseen incidents.

The Challenge
M2002’s operational planning was predominately focused on Functional Area operations at the expense of developing critical Games-wide integrated planning and coordination. This imbalance in planning became apparent to organizers in the months leading up to the Games. Test Events and other activities revealed that Functional Areas and key operational partners had a poor understanding of incident response planning including, who would assist or indeed coordinate joint incident resolution.

Inocon Solution
The Inocon Group provided an experienced team to design, develop and deliver the M2002 Games Readiness Project for the Organizing Committee and their key operational partners including emergency services, local and national government, sponsors and contractors. The project consisted of numerous planning, training and validating activities delivered across the operation from venue to executive levels within M2002 and jointly with key operational partners. The project culminated in a citywide simulation of the event to rehearse all facets of Games time operations and contingency arrangements.

Results
Inocon ’s operational risk mitigation, integration and ReadySim ä solutions enabled M2002 to generate heightened levels of integration and general preparedness throughout the organization and with key operational partners. Inocon’s efforts also assisted M2002 to clearly gauge the effectiveness of existing planning and identify gaps that needed to be addressed prior to the Games.
