Background
The XIX Olympic Winter Games were held in Salt Lake City, Utah encompassing seven counties, 18 competition and non-competition venues, 2,500 athletes and over 100,000 credentialed employees and volunteers. In an event the size of the Olympic Games, success is critically dependent upon the level of operational integration that can be achieved between the many organizations that contribute to the Games.

The Challenge
The Organizing Committee for the Salt Lake Olympics was confronted with a sizable challenge. To ensure the coordinated development of strategies, policies, concepts of operations and operating plans for the critical functions of public safety & security and transportation. There was also the need to develop and rehearse detailed operating documentation and processes to guide the actions of over 50 federal, state and local public safety, law enforcement and military agencies providing over 10,000 officers and agents to the largest domestic security operation in US history.

Inocon Solution
The Inocon Group, under the auspices of the Organizing Committee, developed and staffed the Joint Operations Integration Coordination project (JOIC). The JOIC used a proven methodology to conceptualize, analyze, and ‘proceduralize’ potential major operational obstacles that overlapped one or more of the key public safety and / or transport agencies. The first step involved identifying and prioritizing critical issues. Next step was to develop procedures based on extensive consultation with subject matter experts from the key agencies and obtain executive approval for implementing these as Standard Operating Procedures. The final step consisted of training personnel and validating procedures by simulating Games-time operations.

Results
Inocon’s experience and technical abilities in creating operations integration
assisted in overcoming the challenges faced by the Olympic Organizers. Inocon’s involvement spanned a 10-month period from May 2001 to March 2002 and contributed significantly to the most successful Olympic Winter Games ever.
